Human resource management
1.1.Structure and leadership
Human resource management is a structural unit of the Atyrau University of Oil and Gas named after S. Utebayev and is subordinate to the Chairman of the Board-Rector of the University.
The Department is headed by a Director, who is appointed to and dismissed from the position by decision of the Chairman of the Board – the Rector of the University, in accordance with the procedure established by legislation.
The main areas of activity, duties, and rights of the Department's employees are determined by the relevant job descriptions, which are developed based on this Regulation.
In its activities, the Department is guided by the legislation of the Republic of Kazakhstan, the Charter of the University, decisions of the Board of Directors and the Management Board of the University, orders, instructions, and directives of the University administration, this Regulation, and other internal documents of the University that define the procedure for its operations.
The Head of the Department, in the prescribed manner, ensures the effective operation of the Department in accordance with the assigned tasks and functions, as well as the performance of duties defined in the job description of the Head of the Department, and the awareness of employees about the relevance and importance of their activities within the scope of their responsibilities.
The main task of Management
The main task of the Management is to contribute to the achievement of the strategic goals of the University by:
- Development/update and implementation of the University’s HR Policy, taking into account the University’s Development Strategy.
- Management of medium- and long-term personnel planning of the University.
- Management of recruitment and selection of personnel with the necessary skills and knowledge.
- Management of staff training and development to enhance professional competence.
- Performance evaluation of personnel to improve work effectiveness.
- Management of employee compensation to motivate the achievement of the University’s goals.
- Management of the University’s corporate culture.
- Management of labor relations and HR administration in accordance with the labor legislation of the Republic of Kazakhstan.
Management Functions
Development of personnel policy
Development and implementation of a unified personnel policy, participation in the diagnosis of University management problems, coordination and provision of methodological assistance to department heads.
Staff demand planning
Development of documents for planning and forecasting the need for human resources.
Staff selection and recruitment
Organization of selection and hiring of qualified personnel, compliance with the labor legislation of the Republic of Kazakhstan.
Social support for employees
Organizing and conducting work on issues of social support for University employees, including financial assistance.
Evaluation of work efficiency
Administration of employee performance assessment procedures, improvement of the personnel assessment system.
Staff training and development
Organization of the process of training and advanced training of University staff in accordance with the needs.
Personnel accounting
Personnel accounting in accordance with labor legislation, registration of admission, relocation, dismissal of employees, control over labor discipline.
Record keeping and awarding
Record keeping, organization of work on awarding University employees with state and other awards.
Budgeting
Budget planning by expenditure items supervised by the Office.
