Digital Bridge 2025: Generative Nation – Council on Artificial Intelligence Development

In Astana, as part of the “Digital Bridge 2025: Generative Nation” forum, a Council on Artificial Intelligence Development was held with the participation of the Head of State.

During the meeting, the Minister of Science and Higher Education of the Republic of Kazakhstan, Sayasat Nurbek, delivered a report titled “Investing in Intelligence: Building Human Capital in the Age of AI.” The Minister presented Kazakhstan’s strategy for developing human capital, enhancing research infrastructure, and promoting the Kazakh language in the digital era.

Key priorities of the Ministry’s strategy:

  • establishing a comprehensive AI talent development system;
  • strengthening institutional and academic foundations;
  • fostering international collaboration;
  • enhancing infrastructure and research capacity;
  • prioritizing the development of large language models (LLMs).

Currently, 12 out of 40 foreign university branches operating in Kazakhstan offer programs in AI and cybersecurity. These include Cardiff University, City University of Hong Kong, University of Minnesota, SeoulTech, Heriot-Watt, Coventry University Kazakhstan, and the University of Arizona.

At present, all universities across the country have introduced a mandatory AI course, launched new educational programs, and are implementing the national AI-Sana program. Students and faculty are actively engaged in developing innovative AI projects.

The Digital Bridge 2025 forum once again reaffirmed Kazakhstan’s role as a regional leader in artificial intelligence, serving as an open platform for dialogue among government, business, academia, and international partners.
